THE CHALLENGE

Hostelworld needed local oversight without losing HQ control

Managing employees in China from an overseas headquarters created a specific challenge for Hostelworld.

The company did not simply need someone to process payroll or complete HR administration. It wanted a local partner that could operate independently from its internal HR team, maintain visibility over day-to-day employee matters in China, and make sure local execution remained compliant.

At the same time, that local partner could not become a separate decision-making center.

China employees still needed to operate within the policies, expectations and management framework established by Hostelworld’s headquarters.

The challenge was therefore one of balance:

How could Hostelworld gain an independent layer of local HR oversight in China while keeping control firmly with HQ?

The need also evolved with the business.

Hostelworld initially worked with HROne through an EOR model. As its China operating structure developed, the relationship transitioned to PEO, changing the employment structure but not the underlying need for reliable local support.

THE SOUTION

HROne became the local execution layer between HQ policy and China operations

Under the EOR model, HROne provided the local employment infrastructure Hostelworld needed to operate its China team.

When the relationship later moved to PEO, Hostelworld retained employer control while HROne continued supporting local HR operations, payroll and compliance.

The transition allowed the service model to change without losing the local knowledge and working relationship built over the years.

HROne’s role was deliberately distinct from Hostelworld’s internal HR department.

HQ continued to set policies, make employment decisions and determine how its China team should be managed. HROne provided the independent local layer needed to make sure those decisions were implemented appropriately within the Chinese employment environment.

That included handling day-to-day HR administration, supporting payroll and statutory processes, monitoring local compliance considerations, responding to employee-related issues and escalating matters to headquarters when attention was required.

For Hostelworld, this created a practical connection between two needs that can otherwise conflict: centralized control and local execution.

Rather than requiring its global HR team to become experts in every China-specific process, Hostelworld could establish the direction while HROne helped ensure that the local details were handled consistently and efficiently.

THE RESULTS

More than a decade of local support that evolved with the business

Hostelworld’s long-term relationship with HROne demonstrates that outsourced HR support does not have to remain tied to a single employment model.

As Hostelworld’s China structure changed, HROne’s role evolved with it — from providing the employment infrastructure through EOR to supporting HR operations under a PEO model.

What remained consistent was the operating principle behind the relationship.

Hostelworld retained visibility and control from headquarters. HROne provided the local presence needed to support compliance, execution and ongoing oversight in China.

This gave Hostelworld an additional layer of HR support without having to duplicate that capability inside its global HR department.
