How HROne Helped BoF Build Editorial Capacity in China Through EOR

BoF needed an Australian editor on the ground in China, but establishing a local employing structure as a foreign media company was not a straightforward option. HROne’s EOR solution created a compliant path for the editor to work in China and support BoF’s China-facing content.

THE CHALLENGE

BoF needed an editor in China — without a straightforward way to employ one locally

For a global fashion publication, covering China effectively requires more than reporting on the market from abroad.

BoF wanted an editor physically based in China who could follow the local fashion industry closely and develop content for its China-facing channels, including WeChat.

The candidate was Australian.

That created a practical problem.

China places specific restrictions on foreign investment in news and publishing-related activities, making the establishment of a conventional local media entity far more complex than opening an ordinary commercial company. At the same time, a foreign national working in China needs a clearly defined local employer and the appropriate work authorization.

BoF therefore faced a gap between its editorial objective and its local operating structure.

It had identified the person it wanted in China.

It had a clear role for the editor.

But it did not have a practical local employment structure through which that person could be hired and supported.

Creating an entity solely to employ one editor would already have added significant time and administration. For a foreign media business, the industry restrictions made that route even less practical.

BoF needed another way to put the right person on the ground.

THE SOUTION

HROne provided the local employment structure through EOR

Rather than requiring BoF to establish its own employing entity in China, HROne supported the Australian editor through its Employer of Record solution.

HROne became the local employment partner and handled the employment infrastructure surrounding the role, including employment administration, payroll and the required work authorization process.

This addressed one of the most important practical requirements for an overseas employee coming to work in China: having an appropriate local employment structure behind the work permit application.

For BoF, that meant the company could focus on the purpose of the hire rather than building an HR infrastructure around a single position.

Once the employment and work authorization arrangements were in place, the editor could work from China and concentrate on the role BoF had hired them to perform — following the market, developing local editorial perspectives and producing China-facing content, including content for WeChat.

The distinction was important.

HROne was not creating a Chinese media company on BoF’s behalf or replacing any industry-specific publishing requirements.

Instead, EOR solved the employment problem: how to compliantly employ and support the right international talent in China when setting up a conventional local employing entity was not a practical route.

THE RESULTS

BoF gained local editorial capability without building its own China employment infrastructure

Through HROne’s EOR structure, BoF was able to place its Australian editor in China without establishing a separate local employing entity simply for the hire.

The result was more than an administrative workaround.

BoF gained an editor who could experience the Chinese fashion market from within it, rather than trying to build local coverage entirely from overseas.

The editor could focus on producing China-facing content and supporting BoF’s presence on platforms such as WeChat, while HROne handled the local employment framework behind the role.

For BoF, EOR created a practical bridge between a global editorial strategy and the realities of operating in a highly regulated local market.
